Monitoring and Evaluating Defra’s £140 million waste minimisation Fund Client: Defra Location: UK We worked with Delta Partnership to establish a performance monitoring and evaluation system for this programme that allocated funding to local authorities to implement waste minimisation and recycling schemes. We are responsible for stakeholder analysis, identifying evaluation hypotheses, designing the sample frame, statistical analysis and working with 11 pilot local authorities to identify best practice. The outcome of this project was a summary reporting system for local authorities against key performance indicators and a shared understanding of best practice.
Evidence & Innovation Strategy Client: Defra Location: UK The Evidence and Innovation Strategy project enabled Defra to identify the evidence needed to develop policy and drive innovation by systematically reviewing Defra’s activities and investment – around £330million a year – in order to align them with policy priorities. We contributed to this by working with science coordinators and their teams in different parts of this Department (mainly in small workshops) using a logical process that maps research needs against policy objectives. We have helped Defra to identify where existing research fits in, current gaps and future needs. This work facilitates evidence-based policy making and identifies scope for efficiency improvements.
Performance Monitoring in the Water and Sanitation Sector Client: DFID Location: Uganda This project enables the Government and donors to track progress against sector targets and broader poverty reduction strategy targets. We worked with international and local consultants as well as government officials. Our specific responsibilities were: a review and comparison of the various qualitative and quantitative data sources available at national and district level for measuring water and sanitation sector performance; helping to review the systems and methodologies currently adopted by the sector for monitoring and evaluating sector performance, including institutional responsibilities; and an analysis of the trends in water and sanitation sector performance over the past decade using the indicators and data sources adopted.
